FSF: Towards Strengthened Governance and Modernization of Senegalese Football

On Friday, February 27, 2026, in Dakar, the Emergency Committee of the Senegalese Football Federation (FSF), led by Abdoulaye Fall, adopted twelve strategic resolutions aimed at strengthening governance, supporting clubs, and modernizing the infrastructure of Senegalese football.

Financial Support for Clubs and Clearing of Arrears
The major decision focuses on supporting affiliated clubs: a total of 1,218,750,000 F CFA has been allocated to assist teams participating in national and regional competitions. The goal is to reduce the structural burdens on clubs and boost the competitiveness of the leagues.

Additionally, the committee approved the payment of arrears owed to referees for the 2024-2025 season, amounting to 95,846,500 F CFA, and instructed the FSF and the Senegalese Professional Football League (LSFP) to ensure timely payments to avoid future delays.

Administrative Modernization and Infrastructure Security
On the heritage front, the move to the new FSF headquarters has been approved, with a plan for allocation to be finalized by the administration.

A technical and administrative audit of the land files of regional leagues will also be launched to secure existing infrastructures. The modernization of decentralized administration will continue with the equipping of regional offices and the recruitment of permanent staff to ensure the continuity of public football services across the country.

Logistical Support and Stadium Rehabilitation
To ease the burdens on amateur and women’s clubs, the FSF has approved a reimbursement protocol for transportation costs (round trip) for teams in National 1, National 2, and the first and second divisions of women’s football.

A priority project remains the resumption of work on the Demba Diop Stadium, in partnership with FIFA and potential private partners. The rehabilitation of this iconic infrastructure should energize local football and national competitions.

Training, Youth, and Legal Security
The development of grassroots football is also a top priority. A meeting will soon bring together the National Technical Directorate, the Youth Football Commission, and the leagues to implement the new youth competition format proposed by the president’s advisor, Mayacine Mar.

On the legal front, the relevant departments of the FSF and LSFP must submit, by March 31, 2026, a framework contract project clarifying the relationships between the two entities. Agreements with affinity groups, including ONCAV and CONEF, will also be revised.
